Prepare dry mix
In a shallow bowl or rimmed plate, whisk together 0.75 cups all-purpose flour, 0.25 cup cornstarch, 0.5 tsp baking powder, 1 tsp salt, 0.25 tsp black pepper and 0.25 tsp paprika until evenly combined. Spread the panko breadcrumbs on a separate plate.
Make wet batter
In a medium bowl, beat 2 whole eggs with 0.5 cup milk and 0.5 tsp mild hot sauce (optional) until smooth. This mixture should be thin enough to coat shrimp but not soupy; if too thick, add up to 1 tbsp additional milk.
Shrimp
Pat 1 lb small raw shrimp dry with paper towels. Toss shrimp with 1 tsp lemon zest and 1 tbsp lemon juice to lightly season. If shrimp are large, halve or cut into bite-size pieces to make them poppable for kids.
Set up a dredging station: one bowl with the dry flour mixture, one with the wet egg mixture, and the plate with panko. Working in small batches (6–8 shrimp at a time), first coat each shrimp in the dry mix, shaking off excess, then dip into the egg mixture, allowing excess to drip, and finally press into panko to fully coat. Place coated shrimp on a clean plate while you heat the oil.
Frying & Finishing
Pour about 2 cups vegetable oil into a heavy-bottomed skillet or pot (oil depth ~1 inch) and heat over medium-high until it reaches 350°F (175°C). If you don't have a thermometer, test with a small bit of batter—if it sizzles and browns in ~30 seconds, it's ready.
Fry the coated shrimp in batches so they have room and oil temperature stays consistent. Fry each batch for 1.5–2.5 minutes, turning once, until golden brown and cooked through. Small shrimp cook quickly—do not overcrowd the pan.
Use a slotted spoon to transfer shrimp to a wire rack set over a baking sheet (or paper towels) to drain. Immediately dot with 1 tbsp unsalted butter divided among batches so the butter melts over the hot shrimp for extra flavor. Sprinkle with 0.25 tsp finishing salt if desired.
Let shrimp rest 1–2 minutes (cool slightly for kids), then serve warm.
Dipping Sauce (Kid-friendly)
While shrimp fry, make the dipping sauce: in a small bowl combine 0.25 cup mayonnaise, 2 tbsp ketchup, 1 tsp honey, 0.5 tsp lemon juice, 0.125 tsp paprika and 0.125 tsp salt. Stir until smooth and chill briefly if desired. Taste and adjust sweetness or salt to suit kids (add more honey for sweeter).
Serve popcorn shrimp with the dipping sauce alongside carrot sticks, apple slices, or fries for a kid-friendly plate.
