Combine dressing ingredients
In a medium bowl, whisk together the mayonnaise, apple cider vinegar, sugar, Dijon mustard, celery seed, kosher salt and black pepper until smooth and sugar is dissolved.

Adjust consistency and flavor
If you prefer a thinner, creamier dressing, whisk in the buttermilk 1 tablespoon at a time until you reach desired pourable consistency. Taste and adjust seasoning with more salt, pepper or sugar as needed; add the optional lemon juice for extra brightness.

Prepare vegetables
Core and finely shred the green cabbage and red cabbage (use a sharp knife, mandoline or food processor with shredding disc). Shred or julienne the carrots and thinly slice the green onions. Place all prepared vegetables in a large mixing bowl.

Toss with dressing
Pour about two-thirds of the dressing over the shredded vegetables and toss thoroughly with tongs or two large spoons until everything is evenly coated. Reserve the remaining dressing to adjust later so the slaw isn't overdressed.

Rest and chill
Cover the bowl and refrigerate the slaw for at least 30 minutes and up to 4 hours. Chilling allows flavors to meld and softens the cabbage slightly. Before serving, toss again and add more dressing if needed to reach your preferred coating.

Finish and serve
Stir in the sliced green onions and chopped parsley (if using). Taste and adjust seasoning with additional salt, pepper or lemon juice. Serve chilled as a side.
