Toast base
Prepare bread
Preheat the oven to 425°F (220°C). Lightly butter one side of each bread slice with the unsalted butter. Place the slices, buttered-side down, on a baking sheet lined with parchment or foil.

Make cheese spread
In a bowl, combine the softened cream cheese, Dijon mustard, garlic powder, and half of the grated cheddar and half of the shredded mozzarella. Stir until smooth and evenly mixed. Season with 1/4 tsp black pepper.
Assemble double cheese
Spread a thin, even layer (about 1 tbs) of the cream cheese mixture onto the unbuttered side of two bread slices. Sprinkle the remaining cheddar and mozzarella evenly on top of that layer. Finish with the finely grated Parmesan across both assembled toasts.
Top and bake
Place the remaining two bread slices on top, buttered-side up, to form two sandwiches. Press gently to compact. Transfer the baking sheet to the preheated oven and bake for 8–10 minutes, until the bread is golden and the cheese begins to melt.
Broil for finish
Switch the oven to broil (high) and broil the sandwiches 2–3 minutes, watching closely, until the tops are deeply golden and the cheeses are bubbling. Remove from oven.
Seasoning & garnish
Let the double cheese toasts rest for 1–2 minutes, then slice each sandwich in half. Sprinkle the remaining 1/4 tsp black pepper and the thinly sliced chives on top. Serve hot.
