Activate and mix dough
In a large mixing bowl, combine warm water and warm milk (about 105–115°F). Stir in sugar and instant yeast. Let sit 5 minutes until foamy. Add olive oil, salt, and about half the flour. Mix until combined, then add remaining flour and knead by hand or with a dough hook for 6–8 minutes until smooth and slightly elastic. Dough should be soft and slightly tacky; add up to 1–2 tbs more flour if excessively sticky.

Shape breadsticks
Punch down the dough gently to deflate. Turn onto a lightly floured surface and divide into 12 equal pieces (for size 6, divide into 6 pieces and adjust baking time slightly). Roll each piece into a 7–8 inch rope and place on a parchment-lined baking sheet spaced about 1 inch apart. For a twisted breadstick, roll two ropes and twist together.

Second rise and preheat
Cover the shaped breadsticks loosely with a towel and let rest 15–20 minutes for a short second rise. Meanwhile preheat the oven to 400°F (205°C).

Top and bake
Brush the tops of each breadstick with melted butter. Sprinkle garlic powder and dried parsley evenly, and optionally a pinch of coarse sea salt. Bake on the middle rack for 12–15 minutes, until golden brown. For larger (size 6) breadsticks bake 15–18 minutes, watching so they don't over-brown.

Build the sauce
Stir in the tomato paste and cook 1 minute to deepen flavor. Add the crushed tomatoes, dried oregano, dried basil, sugar, red pepper flakes, salt, and black pepper. Stir to combine.

Simmer
Bring the sauce to a gentle simmer, then reduce heat to low. Add the 1/4 cup water if the sauce seems too thick. Simmer uncovered for 12–15 minutes, stirring occasionally, until slightly thickened and flavors meld. Taste and adjust seasoning.

Finish
Stir in chopped fresh basil (if using) and remove from heat. If a smoother dipping texture is desired, use an immersion blender briefly to slightly puree the sauce, or leave rustic. Keep warm until ready to serve.
