    Prepare produce

    Wash the tomatoes and red bell pepper. Core and roughly chop the tomatoes (including seeds) to measure 1 cup. Seed and roughly chop the red bell pepper to measure 1/2 cup.

    Macerate with sugar

    In a medium nonreactive bowl, combine the chopped tomatoes, chopped red bell pepper, and 1/2 cup raw cane sugar. Stir to coat, cover lightly, and let sit at room temperature for 30–45 minutes until the sugar draws out juices and the mixture becomes syrupy. Stir once or twice during this time.

    Extract shrub juice

    After maceration, transfer the fruit mixture to a fine mesh sieve set over a bowl. Press and stir the solids with the back of a spoon (or use a rubber spatula) to extract as much syrup and juice as possible. You should collect roughly 3/4 to 1 cup of sweetened tomato-capsicum liquid.

    Add vinegars and season

    To the extracted liquid, whisk in 1/2 cup apple cider vinegar and 2 tablespoons white wine vinegar until fully combined. Add 1/2 teaspoon sea salt, 1/4 teaspoon crushed black pepper, and 1 teaspoon fresh lemon juice. Taste and adjust: the shrub should be bright, tangy, and balanced between sweet and acidic.

    Rest and clarify

    Pour the combined shrub into a clean jar, seal, and refrigerate for at least 24 hours (preferably 48 hours) to allow flavors to meld and mellow. Before using, strain the shrub again through a fine mesh sieve or cheesecloth to remove any remaining solids for a clear liquid.

    Shelf life

    Refrigerated in a sealed jar, the shrub will keep well for 2–3 weeks. Shake before using.

    Build the drink

    Fill a highball or Collins glass with ice (about 1 cup). Pour in 1.5 oz of the prepared capsicum & tomato shrub. If making a spirited version, add 1 oz vodka or neutral spirit. Top with 4 oz chilled soda water.

    Stir and garnish

    Gently stir once to combine, taking care not to over-dilute. Garnish with a sprig of fresh basil or cilantro and a lime or lemon wedge on the rim. Optionally express a citrus peel over the top for extra aromatics before dropping it in.

    Serve

    Serve immediately as a refreshing, savory shrub soda. Offer extra shrub on the side (1/2–1 oz) for guests who want a tangier drink.
