Rinse mussels under cold running water, discard any with cracked shells or that do not close when tapped. In a large bowl, soak mussels in cold water with 1 tsp kosher salt for 10 minutes to purge sand; drain and gently scrub shells and remove beards.

Season cleaned mussels lightly with 1/2 tsp black pepper; keep chilled until ready to steam.

Citrus–Coconut Broth

Build the aromatic base

In a 4-quart wide pot or deep sauté pan with a tight-fitting lid, heat 1 tablespoon neutral oil over medium heat until shimmering. Add sliced shallot, minced garlic and ginger slices. Sauté 2–3 minutes until fragrant and translucent but not browned.

Add the sliced Thai red chilies and 1/4 tsp dried red chili flakes; stir 30 seconds to bloom the heat.

Pour in 1 cup coconut milk, 1 cup stock, and 1/2 cup water. Stir, bring to a gentle simmer (do not boil aggressively to avoid splitting the coconut milk).

Add 2 tablespoons fresh lime juice, 1 tablespoon fresh orange juice, 1 tablespoon fish sauce and 1 teaspoon light brown sugar. Taste and adjust: it should be bright, slightly salty, mildly sweet and tangy. Keep broth at a gentle simmer.

Steaming Mussels

Increase heat so the broth is simmering gently. Add the prepared mussels to the pot in an even layer. Immediately cover with the lid and steam for 5–7 minutes, shaking the pot once after 3 minutes to redistribute heat.

After 5 minutes check: mussels should begin to open. Continue steaming up to 7 minutes until most mussels are open. Discard any mussels that remain tightly closed.

Using a slotted spoon, transfer cooked mussels to a large warmed serving bowl, leaving as much broth in the pot as possible.

Finish Broth & Garnish

Reduce the broth briefly over medium-high heat for 1–2 minutes if it needs concentration. Stir in the chopped cilantro (reserve a small handful for topping), the whites of the green onions and 1 teaspoon lime zest. Remove ginger slices if desired.

Ladle the hot citrus–coconut broth over the mussels so they sit in the flavored liquid. Sprinkle the reserved cilantro leaves, sliced green onion greens and 2 tablespoons chopped Thai basil or mint over the top. Finish with a light drizzle of neutral oil, a pinch of toasted coconut if using, and a grind of fresh black pepper.

House-baked Bread (serving)

If using store-bought or previously baked bread: slice loaf and warm slices in a 350°F (175°C) oven for 6–8 minutes or toast under a broiler 1–2 minutes per side until golden. Spread with softened butter or brush with olive oil and serve alongside the mussels for dipping into the broth.

Serve immediately: portion into 4 appetizer-sized servings. Provide bowls for shells and extra napkins.
