Prepare jalapeños

Wash jalapeños and pat dry. Put on kitchen gloves if desired. Slice each jalapeño lengthwise and remove seeds and membranes with a small spoon to reduce heat, leaving stems intact if you prefer a handle. For milder poppers, remove all seeds; for medium heat, leave a few membranes.

Make filling

In a medium bowl, combine softened cream cheese, shredded cheddar, chopped cilantro, garlic powder, onion powder, 2 tsp salt, and 1/2 tsp black pepper. Mix until smooth and evenly combined. Taste and adjust seasoning if needed.

Stuff jalapeños

Using a small spoon or piping bag, fill each jalapeño half with the cheese mixture, gently packing so the filling is level with the edges but not overstuffed. Place stuffed jalapeños on a baking sheet lined with parchment paper and refrigerate for 15–20 minutes to firm up the filling, which helps breading adhere.

Set up breading station

Arrange three shallow bowls: bowl 1 with flour and 1 tsp salt (use from total flour measure), bowl 2 with beaten eggs whisked with 2 tbsp milk, bowl 3 with panko breadcrumbs, grated Parmesan, smoked paprika, 1/2 tsp salt and 1/4 tsp black pepper. Stir crumbs to combine.

Bread the poppers

Working one at a time, dredge a chilled stuffed jalapeño in flour (shake off excess), dip in the egg wash, then press into the breadcrumb mixture, coating thoroughly. For extra-crispy coating, repeat the egg wash and breadcrumb step once more (double coating). Place breaded poppers on a tray; refrigerate for 10 minutes to set the crust while oil heats.

Heat oil

Pour vegetable oil into a heavy, deep skillet or Dutch oven to a depth of about 1 to 1.5 inches (approximately 3–4 cups). Heat over medium-high until oil reaches 350°F (175°C) or when a small piece of bread sizzles and turns golden in about 30–40 seconds. Maintain temperature between 325–350°F while frying.

Fry poppers

Fry in batches without crowding the pan—3–4 pieces at a time depending on pan size. Gently lower poppers into hot oil and fry 2.5–3.5 minutes, turning once, until evenly golden brown and internal filling is hot. Use a slotted spoon to transfer to a wire rack set over a baking sheet or paper towels to drain. If double-coated, time may be closer to 3.5 minutes. Sprinkle lightly with remaining 1 tsp salt while hot, if desired.

Oven-bake alternative

If you prefer baking: preheat oven to 425°F (220°C). Place breaded poppers on a baking sheet lined with parchment and lightly spray with cooking oil. Bake 15–18 minutes, turning once halfway, until golden and cheese is bubbly. Baking time varies with oven and coating thickness.
