1. Mixing the Ingredients

In a large mixing bowl, combine the rice flour, salt, and water. Stir until you form a smooth dough. The dough should be pliable and not sticky. If it's too dry, add a little more water.

Knead the dough on a clean surface for about 5 minutes until it becomes soft and elastic. Cover the dough with a damp cloth and let it rest for 15 minutes.

In a small bowl, mix together the cumin seeds, black pepper, turmeric powder, and red chili powder. Set aside.

4. Shaping the Sare

Divide the rested dough into small balls (about the size of a golf ball). Flatten each ball into a disc using your palms or a rolling pin, ensuring they are about 1/4 inch thick.

5. Cooking the Sare

Heat a non-stick pan over medium heat. Cook each disc for about 2-3 minutes on each side, or until golden brown and cooked through. Sprinkle the spice mix onto each side while cooking for flavor.
