Prepare and Marinate Beef
Pat the steak dry with paper towels. Slice thinly against the grain into roughly 1/8- to 1/4-inch strips. Place the sliced beef in a bowl and add 2 tbs soy sauce, 1 tbs Shaoxing wine, 1 tsp cornstarch, 1 tsp baking soda (optional), and 1 tsp vegetable oil. Mix thoroughly so each piece is coated. Cover and refrigerate for at least 20 minutes (up to 1 hour).

Brown Sauce
Mix the brown sauce ingredients in a small bowl: 3 tbs chicken broth (or water), 1 tbs oyster sauce, 1 tbs light soy sauce, 1 tsp dark soy sauce (optional), 1 tsp brown sugar, and 1 tsp rice vinegar. In a separate small cup, dissolve 1 tsp cornstarch in 1 tbs cold water to make a slurry and set aside.
Stir-Fry & Finish
Add the marinated beef in a single layer (work in batches if necessary to avoid crowding). Spread the strips so they contact the pan. Sear without moving for 30–45 seconds, then stir-fry for another 30 seconds until the meat is mostly cooked but still juicy. Remove the beef to a plate and set aside.
Return the beef and any accumulated juices to the wok. Stir to combine with the vegetables.
Pour the prepared brown sauce over the beef and vegetables and stir once to distribute. Give the cornstarch slurry a quick stir and add it to the wok. Stir constantly for 30–60 seconds as the sauce thickens and becomes glossy, coating the beef and vegetables.
Season with 2 tsp coarsely ground black pepper and up to 1 tsp salt (taste and adjust). Drizzle 1 tsp sesame oil and add the sliced scallions. Toss briefly to combine and remove from heat.
Transfer to a serving plate and serve immediately over steamed rice or noodles.
