Prepare noodles and sauce
Cook the egg/lo mein noodles according to package directions until just al dente. Drain, rinse with warm water to prevent sticking, toss with 1 teaspoon sesame oil and set aside. In a bowl combine 4 tablespoons soy sauce, oyster sauce, dark soy (if using), Shaoxing wine, sugar, and chicken broth. Stir to dissolve sugar and set sauce aside.
Prep beef
Pat the sliced beef dry with paper towels. Toss the beef with 2 teaspoons cornstarch, 1 tablespoon soy sauce, and a pinch of black pepper. Let it marinate for 10 minutes while vegetables are prepped — the cornstarch helps give a silky texture when cooked.
Cook beef
Heat a large wok or heavy skillet over high heat until very hot. Add 1 tablespoon vegetable oil and swirl. Add the beef in a single layer (work in batches if necessary) and sear without moving for 30–45 seconds, then stir-fry until just browned but slightly rare in the center, about 1–2 minutes total. Remove beef to a plate and reserve.
Stir-fry aromatics and vegetables
Return the wok to high heat and add the remaining 1 tablespoon vegetable oil. Add the minced garlic and ginger and stir 10–15 seconds until fragrant (do not let burn). Add the sliced onion, carrots, and bell pepper and stir-fry 2–3 minutes until they begin to soften but retain crispness. Add the chopped bok choy (or napa cabbage) and the white parts of the green onions; stir 1–2 minutes until greens wilt.
Combine noodles, sauce, and beef
Push the vegetables to the side of the wok, add the cooked noodles and pour the prepared sauce over top. Using tongs or two spatulas, toss continuously to coat noodles and heat through for 1–2 minutes. Return the cooked beef (and any accumulated juices) to the wok. Add remaining 1 tablespoon soy sauce, 1 teaspoon sesame oil, black pepper, and red pepper flakes or chili paste if using. Toss everything together vigorously for another 1–2 minutes so the sauce thickens slightly and evenly coats the noodles and ingredients.
Finish and serve
Taste and adjust seasoning with additional soy sauce or a pinch of sugar if needed. Stir in the green parts of the scallions, remove from heat, and serve immediately. Garnish with extra sliced scallions or toasted sesame seeds if desired.
