Cook aromatics
Heat 2 tablespoons vegetable oil in a large skillet over medium heat until shimmering. Add the finely chopped onion and cook, stirring occasionally, until soft and translucent, about 4–5 minutes. Add the minced garlic and cook 30–45 seconds until fragrant.
Season and simmer
Return the skillet to medium heat. Stir in 2 tablespoons chili powder, 1 teaspoon ground cumin, 1 teaspoon smoked paprika, 1 teaspoon dried oregano, 1 teaspoon salt, and 1 teaspoon black pepper. Mix to coat the beef. Add 1 cup tomato sauce and 1 cup beef broth, reduce heat to low, and simmer uncovered until slightly thickened, about 10 minutes. Taste and adjust seasoning (add up to 1/2 teaspoon more salt if needed). Remove from heat and set aside.
Enchilada Sauce
Make roux
In a medium saucepan, heat 2 tablespoons vegetable oil over medium heat. Whisk in 2 tablespoons flour and cook, whisking constantly, 1–2 minutes to eliminate the raw flour taste without browning it significantly.
Add spices and liquids
Stir in 3 tablespoons chili powder, 1 teaspoon garlic powder, 1 teaspoon onion powder, 1 teaspoon ground cumin, and 1 teaspoon dried oregano. Cook 30 seconds to bloom the spices. Add 2 tablespoons tomato paste and whisk until incorporated. Slowly whisk in 2 cups beef broth until smooth.
Simmer to thicken
Bring the sauce to a gentle simmer, reduce heat to low, and cook, stirring occasionally, until the sauce thickens slightly, about 6–8 minutes. Season with 1 teaspoon salt (adjust to taste). Keep warm; this sauce will be used for both dipping/frying tortillas (for crispy) and for finishing soft enchiladas.
Tortilla Preparation (for Crispy or Soft)
Quick dip for soft tortillas
For soft enchiladas: working briefly, dip each corn tortilla into the warm enchilada sauce (from saucepan) to coat both sides, then briefly fry 10–15 seconds per side in the hot oil just to make pliable—do not crisp. Transfer to a paper-towel-lined plate and keep warm. Repeat with remaining tortillas, maintaining even oil temperature.
Crisp tortillas option
For crispy enchiladas: fry tortillas in the hot oil 30–45 seconds per side, or until lightly golden and crisp. Drain on paper towels and keep warm. These will be shaped into a shell and filled with beef or used as a crisp base for toppings.
Assemble & Bake (Soft Enchiladas)
Preheat and prepare baking dish
Preheat oven to 375°F (190°C). Lightly grease a 9x13-inch baking dish. Pour a thin layer (about 1/2 cup) of enchilada sauce into the bottom of the dish to prevent sticking and add flavor.
Fill tortillas
Place about 2–3 tablespoons of the beef filling along the center of a softened tortilla. Sprinkle a small handful (about 2 tablespoons) of shredded cheese over the beef. Roll the tortilla tightly and place seam-side down in the prepared baking dish. Repeat with remaining tortillas, placing them snugly side by side.
Top and bake
Pour remaining enchilada sauce evenly over the rolled enchiladas, covering them. Sprinkle the remaining shredded cheese (reserve some for garnish if desired) and optional crumbled queso fresco on top. Bake uncovered in the preheated oven until sauce is bubbling and cheese is melted and lightly golden, 15–20 minutes. If you want the cheese more browned, broil for 1–2 minutes—watch carefully.
Garnish
Remove from oven and let rest 5 minutes. Sprinkle chopped cilantro and diced white onion over the enchiladas. Serve with lime wedges.
Assemble (Crispy Beef Enchiladas or Crispy Tacos)
Fill crispy shells
If using the crispy tortillas as shells: place 3–4 tablespoons of warm beef filling into each crisped tortilla shell. Optionally drizzle a couple tablespoons of warmed enchilada sauce over the filling so they are not too dry.
Top and serve
Top each filled crispy shell with shredded cheese and crumbled queso fresco. If you prefer, briefly place under broiler (1–2 minutes) to melt cheese—watch closely. Sprinkle with chopped cilantro and diced white onion. Serve immediately with lime wedges.
