In a bowl, mix the all-purpose flour, cornstarch, salt, and black pepper. Dip the calamari rings into the mixture until well coated.
In another bowl, combine the remaining flour mixture with water to create a batter. It should be thick enough to coat the calamari.
In a large frying pan or wok, heat the vegetable oil over medium-high heat until it reaches 180°C (350°F).
Dip the coated calamari rings into the batter and carefully place them in the hot oil. Fry until golden brown, about 2-3 minutes. Remove and drain on paper towels.
In the same oil, quickly sauté the sliced bell peppers and green onions for 1-2 minutes until they are crisp-tender.
Mix the fried calamari with the sautéed vegetables and kimchi. Sprinkle with sesame seeds before serving.
