Prepare the Cucumber Slaw
Thinly slice the cucumber and scallions. In a bowl, mix the cucumber, scallions, soy sauce, sesame oil, rice vinegar, salt, and pepper. Set aside to marinate for at least 15 minutes.
Prepare the Wontons
In a frying pan, heat vegetable oil over medium heat. Fry the wonton wrappers until golden and crispy. Remove and place on paper towels to drain excess oil.
Sear the Tuna
Season the tuna steaks with salt and pepper. Press sesame seeds onto both sides of the tuna. Heat a non-stick skillet over high heat, and sear the tuna for about 1-2 minutes on each side for rare, or until desired doneness.
Plate the Dish
Slice the seared tuna into thin pieces. Arrange the cucumber slaw on a plate, top with tuna slices, garnish with pickled ginger, and serve with crispy wontons on the side. Drizzle with Asian sesame dressing if desired.
