Heat and crisp samosas
If using frozen or refrigerated samosas, deep-fry or bake to re-crisp. For frying: heat vegetable oil in a deep skillet to 350°F (medium-high). Carefully lower 6 samosas and fry 2–3 minutes per side until golden and crisp. Drain on paper towels. For baking: brush with oil, bake at 400°F (200°C) for 12–15 minutes turning once until crisp. Keep warm.

Temper spices and combine
In a skillet, heat 1 tablespoon vegetable oil over medium. Add cumin seeds and mustard seeds (if using) and let them sizzle ~30 seconds. Add chopped green chili and minced ginger; sauté 30 seconds. Add turmeric, ground coriander and garam masala; stir 10 seconds to bloom. Add the mashed potatoes and peas, salt and amchur (or lemon juice). Cook 2–3 minutes, stirring, to let flavors marry. Taste and adjust salt or spice. If you are making samosa filling to refill pastries, let cool before stuffing. If using store-bought samosas as-is, you can skip this step and reserve filling for extra topping.

Prepare chutneys
If using store-bought chutneys, transfer tamarind and mint chutney to small bowls and whisk briefly so they’re pourable. If homemade, ensure tamarind chutney is smooth and mint chutney is bright and slightly runny.

Place 2–3 warm samosas on each serving plate or on a shared platter. Break or cut them into large chunks so filling is exposed and they lay flat.

Scatter 1–2 tablespoons of the potato-pea filling (if prepared) over the broken samosas so each piece has some filling.

Spoon about 1–2 tablespoons tamarind chutney across the samosas in a zigzag pattern. Follow with 1–2 tablespoons mint-coriander chutney, drizzling to create contrast.

Spoon 3–4 tablespoons of the whisked yogurt over each plate, letting it pool over the samosas but not drown them.

Sprinkle evenly with chopped red onion (about 2 tablespoons per plate) and optional chopped tomato.

Generously top with 2–3 tablespoons sev per plate for crunchy texture.

Finish by sprinkling 1/8–1/4 teaspoon roasted cumin powder, 1/8–1/4 teaspoon chaat masala and a pinch of red chili powder over each serving. Garnish with chopped cilantro and serve with lemon wedges on the side.

Serve immediately so the sev remains crisp. Encourage diners to squeeze lemon over the chaat just before eating.
