    In a large bowl, whisk together 2 cups all-purpose flour, 3 tablespoons cornstarch, 1 teaspoon baking powder, 1 teaspoon salt and 1 teaspoon granulated sugar until evenly combined.

    In a separate bowl, whisk 1 cup cold whole milk and 1 large egg until smooth. Pour wet ingredients into dry and whisk until a smooth, slightly thick pancake-like batter forms. If batter seems too thick to coat a tortilla (it should be pourable but not watery), add up to 2 tablespoons cold water, 1 tablespoon at a time.

    Stir in 1 cup vegetable oil into the batter (this is traditional for Iowa puffy tacos and helps create the crisp puff). Mix until incorporated; batter will be glossy. Let rest 10 minutes at room temperature while you prepare filling and heat oil.

    Pour oil (enough for 1/2-inch depth) into a heavy skillet or deep-sided frying pan and heat over medium-high until oil reaches 350°F (175°C) or a small drop of batter sizzles immediately.

    Working one at a time, hold a 6–8-inch corn tortilla (yellow or white) with tongs or a fork, dip it into the batter to fully coat both sides, letting excess drip back into bowl. Alternatively, spoon batter over a tortilla laid flat and use a spatula to spread a thin even coat on both sides (leave edges slightly thinner).

    Carefully place the battered tortilla into the hot oil. Fry for 30–45 seconds on the first side until it begins to puff and edges set, then flip and fry the other side another 30–45 seconds until both sides are puffed and golden-brown. Use tongs to press gently on the shell to encourage even puffing; do not overcook—shells should be crisp but still pliable enough to fold.

    Transfer fried puffy shells to a paper towel–lined rack to drain. Keep warm in a low oven (200°F / 95°C) on a baking sheet in a single layer so they stay crisp while you finish frying the rest. Repeat until you have 6–8 shells (depending on size) — this recipe yields approximately 6 puffy shells.

Seasoned Ground Beef Filling

    While shells rest, heat a medium skillet over medium-high heat. Add the 1 lb ground beef and cook, breaking up with a spatula, until no longer pink, about 5–7 minutes. Drain excess fat if desired, leaving about 1 tablespoon in the pan for flavor.

    Add the finely chopped small onion and 2 cloves minced garlic to the beef. Cook until onion is softened and translucent, about 3–4 minutes.

    Stir in 2 tablespoons tomato paste, 1 cup beef broth, 2 teaspoons chili powder, 1 teaspoon ground cumin, 1 teaspoon paprika, 1 teaspoon salt and 1/2 teaspoon black pepper. Bring mixture to a simmer, reduce heat to medium-low, and cook until slightly thickened, about 6–8 minutes. The filling should be saucy enough to moisten the shell but not soupy.

    Finish with 1 tablespoon lime juice, adjust seasoning to taste, and remove from heat. Keep warm.

Assemble & Serve

    To assemble each puffy taco, place a warm puffy shell on a plate and spoon 1/6 of the seasoned ground beef into the center, spreading slightly but leaving room to fold. (If shells vary in size, use about 3–4 tablespoons of filling per shell.)

    Top the beef with shredded iceberg lettuce (about 1/3 cup per taco), a couple tablespoons diced tomatoes, and a sprinkle of shredded cheddar cheese (about 2–3 tablespoons). Add diced onions and pickled jalapeños if using.

    Serve immediately with hot sauce on the side. Eat with hands — the shell is crisped and puffed and should hold the filling without collapsing. Leftover shells will lose crispness; fry fresh as needed.
