Prep and Steam
Trim and cut the cauliflower into uniform florets (about 1–1.5 inch pieces). Place florets in a steamer basket over a pot of simmering water, cover, and steam until very tender, 10–12 minutes. Alternate: microwave florets in a covered, microwave-safe bowl with 2–3 tablespoons water on high for 6–8 minutes until tender.
Blend the Base
Drain any excess water from the cooked cauliflower and transfer to a blender or food processor. Add the Greek yogurt and 1/2 cup of the low-sodium broth. Pulse or blend until smooth and creamy, scraping down sides as needed. If mixture is too thick for your desired consistency, add the remaining up to 1/2 cup broth a tablespoon at a time until smooth but still spreadable.
Taste the blended base and adjust seasoning lightly — it should be a creamy, slightly tangy canvas for the aromatics.

Stir in the Dijon mustard, lemon juice, apple cider vinegar, smoked paprika, red pepper flakes, 1/2 teaspoon ground black pepper, and the remaining 1/4 teaspoon kosher salt (adjust to taste). Cook together 30 seconds to marry flavors, then remove from heat and let cool briefly.
Fold the sautéed aromatics and any pan juices into the blended cauliflower-yogurt base until evenly combined. Stir in the low-fat shredded cheddar until incorporated — the residual heat will slightly melt the cheese. If you prefer a looser consistency, add 1–2 tablespoons of broth and stir to combine.

If serving warm, return the combined cauliflower mixture to the skillet over low heat and warm gently for 2–3 minutes, stirring constantly so it doesn't stick. Alternatively, transfer to a small oven-safe dish, sprinkle grated Parmesan over the top (if using), and broil 1–2 minutes until lightly golden — watch carefully.
Garnish and Serve
Transfer to a serving bowl or platter. Sprinkle chopped fresh parsley and sliced scallions over the top. Finish with additional freshly ground black pepper to taste. Serve immediately as a low-calorie side, a dip for crudités, or a spread on whole-grain toast.
Leftovers: cool to room temperature, then refrigerate in an airtight container for up to 4 days. Reheat gently on the stovetop with a splash of broth or in the microwave in 30-second intervals, stirring between.
