Prepare cheese
If using a block of mozzarella, cut into 3/4-inch to 1-inch thick sticks about 4 inches long. If using string cheese, leave whole or cut in half for shorter sticks. Pat pieces dry with paper towels to remove surface moisture.
Breading station
Set up
Arrange three shallow bowls or rimmed plates: one with flour (and cornstarch mixed in if using), a second with beaten eggs and milk, and a third with the breadcrumb mixture. To make the breadcrumb mixture: combine breadcrumbs, grated Parmesan, Italian seasoning, garlic powder, onion powder, salt, and black pepper; mix well.
Coat the cheese
Working one piece at a time, dredge a cheese stick in the flour (shake off excess), dip into the egg mixture ensuring all sides are coated, then press firmly into the breadcrumb mixture to fully coat. For a double coat (recommended to reduce cheese leakage), return the coated stick to the egg mixture briefly, then again to the breadcrumbs, pressing to adhere. Place coated sticks on a parchment-lined tray. Once all are breaded, freeze the tray uncovered for at least 30 minutes (recommended 45–60 minutes) to set the coating and help prevent cheese from leaking during frying.
Frying
Heat oil
Pour oil into a deep skillet or pot to a depth of about 1.5–2 inches (enough to half-submerge sticks). Heat oil over medium-high heat to 350°F (175°C). If you don't have a thermometer, test by dropping a small piece of breading — it should sizzle steadily and turn golden in about 30–45 seconds.
Fry in batches
Fry the frozen (or very well-chilled) breaded mozzarella sticks in small batches to avoid overcrowding. Cook for 45–60 seconds per side until golden brown. Turn carefully with tongs or a slotted spoon. Do not fry longer than necessary — prolonged frying will melt the cheese out of the coating. Remove to a paper towel–lined tray to drain. If needed, keep warm on a baking sheet in a 200°F (95°C) oven while finishing remaining batches.
Dipping sauce
Prepare sauce
Warm marinara sauce in a small saucepan over low heat until heated through, stirring occasionally. Stir in red pepper flakes and chopped basil, if using. Keep warm until serving.
Serve
Arrange mozzarella sticks on a platter with the warmed marinara sauce for dipping. Serve immediately while hot and cheese is molten inside.
