Bloom gelatin
Sprinkle the powdered gelatin evenly over the cold water in a small bowl. Let sit 5–8 minutes until it swells and becomes jelly-like.
Grind mastic
Place the mastic resin in a small mortar and pestle (or between two sheets of parchment) and grind to a very fine powder. If mastic is hard to grind, pulse briefly in a spice grinder. This prevents gritty pieces in the panna cotta.
Warm dairy and aromatics
Combine heavy cream, whole milk, and granulated sugar in a medium saucepan. Add the ground mastic and a pinch of fine sea salt. Warm over medium-low heat, stirring frequently, until the mixture is steaming and the sugar has dissolved (do not boil) — about 6–8 minutes.
Dissolve gelatin
Remove the cream mixture from heat. Stir in the bloomed gelatin until it fully dissolves into the warm liquid. If the gelatin doesn't dissolve quickly, return the pan to very low heat and stir until smooth (do not boil).
Add flavors
Stir in the rose water, orange blossom water and vanilla extract. Taste and adjust: if you want a brighter floral note, add up to another 1/2 tsp total of the floral waters (use sparingly).
Strain and cool
Pour the mixture through a fine-mesh sieve into a measuring cup or bowl to remove any undissolved mastic bits or foam. Let cool 10–15 minutes at room temperature.
Pour and set
Divide the cooled mixture evenly among 6 (4-oz / 120 ml) ramekins or serving glasses. Cover each loosely with plastic wrap and refrigerate until set, at least 4 hours and up to 24 hours. The panna cotta should be jiggle-set but hold shape.

Drizzle about 1/2 tbsp pomegranate molasses (or pomegranate syrup) and about 1/3 tbsp honey/syrup over each panna cotta. Sprinkle each with about 1/2 tbsp crushed pistachios and a few dried rose petals if using. Serve chilled.
