In a large mixing bowl, combine the whole milk and heavy cream. Whisk together until well blended.

Add the granulated sugar and salt to the milk and cream mixture. Whisk until the sugar is fully dissolved.

Mix in the vanilla extract until evenly distributed throughout the base mixture.
