Prep and marinate fish
Cut fish into 6–8 large chunks (about 6–8 pieces). In a bowl combine yogurt, 2 tbs oil, ginger–garlic paste (2 tbs), turmeric, 1 tsp red chili powder, 1 tsp garam masala, 1.5 tsp salt and 1 tbs lemon juice. Coat fish pieces gently with the marinade, cover and refrigerate for 30–45 minutes (up to 2 hours).
Optional sear: Heat 1 tbs oil in a nonstick pan over medium-high. Gently sear marinated fish 1–1.5 minutes per side only until light golden (do not fully cook). Transfer to a plate; juices can be reserved and added to the biryani base.
Rice & Seasoning
Parboil rice: Bring 1200 ml water to a rolling boil in a large pot with 1 tbs salt, cardamom, cloves, cinnamon, bay leaf and peppercorns. Add soaked, drained basmati rice and stir gently. Cook uncovered until rice is about 70–75% done (grains still have a white core), about 5–7 minutes depending on rice age.
Drain rice immediately in a fine mesh sieve and set aside. Remove whole spices if you prefer (they can remain for aroma).
Biryani Base (Onions, Tomatoes & Spices)
Make the base: Heat 4 tbs oil or ghee in a deep wide, heavy-bottomed pot (dutch oven). Add thinly sliced onions and cook on medium heat until soft and golden brown, about 12–15 minutes. Reserve about 2 tbs of these onions for garnish if desired.
Add slit green chilies and 1 tbs ginger–garlic paste. Sauté 1–2 minutes until raw aroma cooks off. Add chopped tomato, 1 tsp coriander powder, 1 tsp cumin powder, 0.5 tsp red chili powder and 1 tsp salt. Cook down until tomatoes soften and oil begins to separate from the masala, about 6–8 minutes.
Stir in chopped cilantro and mint. If you reserved any juices from searing the fish, add them now. Gently nestle the marinated (and optionally seared) fish pieces into the masala in a single layer. Spoon a little of the masala over fish but do not break the pieces. Simmer on low heat for 4–5 minutes to let flavors marry (fish will finish cooking during dum).
Finishing & Aromatics
Prepare saffron: Crush saffron threads between your fingers and steep in 3 tbs warm milk for 5 minutes.
Layer rice over fish: Evenly spread the drained parboiled rice over the fish and masala in the pot in an even layer. Sprinkle the saffron milk evenly over the rice. Add fried onions, remaining chopped cilantro and mint, 1 tbs lemon juice, and dot the top with 2 tbs ghee or melted butter. If the rice looks dry at the edges, sprinkle up to 50 ml water around the sides (not directly on fish) to create steam.
Dum (steam-cook): Cover the pot with a tight-fitting lid. For a better seal, place a layer of foil between pot rim and lid or tie a clean kitchen towel around the lid. Cook on very low heat for 18–22 minutes to allow rice to steam fully and fish to finish cooking. Alternatively, place the covered pot on a griddle (tawa) over medium heat for 2 minutes then reduce to low for the dum time to prevent bottom scorching.
