Preheat and prepare

Preheat the oven to 400°F (200°C). Line two large baking sheets with parchment paper. Lightly dust your work surface with 1 tablespoon flour.

Unfold one puff pastry sheet and roll it briefly with a rolling pin to even thickness (about 1/8 inch / 3 mm). Trim edges to make a neat rectangle if needed; reserve trimmings for baking as crisps if desired.

Transfer the pastry sheet to the prepared baking sheet. With a fork, dock (prick) the surface evenly to prevent excessive puffing in the center. If you prefer a flatter layer, lay another sheet of parchment on top and place a second baking sheet on top to weight it down (blind-bake style).

Repeat with remaining 2 puff pastry sheets so you have 3 prepared rectangles on baking sheets.

Bake for 12–18 minutes, rotating trays halfway, until golden brown and crisp. If you used weights/second sheet, remove the top sheet and bake an additional 2–4 minutes to crisp the surface. Remove from oven and, while warm, use a serrated knife to trim to uniform rectangles (this makes stacking neat). Let cool completely on racks.

Optional: brush each warm layer lightly with 1 tablespoon melted butter (divided) to add flavor and slight shine; allow to cool.

Dulce de leche filling

If your dulce de leche is very thick and difficult to spread, loosen it by stirring vigorously, or gently warm it in a microwave-safe bowl in 10–15 second bursts until spreadable but not hot (about 15–30 seconds total). Stir until smooth.

Reserve about 1/4 cup of dulce de leche for finishing the top if you want a drizzle; otherwise use all for layering.

Italian meringue (merengue italiano)

Make sugar syrup

Combine 1 cup granulated sugar and 3 tablespoons water in a small heavy-bottomed saucepan. Stir just to combine, then cook over medium heat without stirring until the syrup reaches 240°F (115°C) on a candy thermometer (soft-ball stage). If you don't have a thermometer, cook until the mixture is clear and slightly thickened — about 5–7 minutes. Watch carefully to avoid burning.

Whip egg whites

While the syrup cooks, put 4 room-temperature egg whites and 1 teaspoon cream of tartar (optional) into the bowl of a stand mixer fitted with the whisk attachment (or a large bowl with a hand mixer). Begin whipping on medium speed until soft peaks form.

With the mixer running on medium-high, carefully pour the hot sugar syrup in a thin steady stream down the side of the mixing bowl into the whipped egg whites (avoid the whisk to prevent splatter). Continue whipping until the meringue is glossy, holds stiff peaks, and the bowl has cooled to nearly room temperature, about 5–7 minutes. Add 1 teaspoon vanilla extract in the last 30 seconds and whip to incorporate.

Taste and adjust: the Italian meringue should be smooth, shiny and spreadable but stable enough to pipe if desired.

Assembly

Place one cooled puff pastry rectangle on a serving plate. Spread an even layer (about 3/4 cup) of dulce de leche over the pastry, leaving a 1/4-inch edge to prevent overflow.

Top with a second puff pastry layer. Repeat with another 3/4 cup dulce de leche spread. Finish with the last puff pastry layer on top.

Using an offset spatula or piping bag, cover the top and optionally the sides of the stacked pastry with a thin layer of the Italian meringue. For a classic Rogel look, pipe horizontal ridges in parallel lines across the top, or spread smoothly and then use the back of a spoon to create soft peaks.

If you reserved 1/4 cup dulce de leche, gently warm it to a pourable consistency and drizzle thin lines across the meringue or brush small accents before the meringue fully sets.

Finishing & serving

If you like a toasted meringue finish, use a kitchen blowtorch to lightly brown the meringue surface in quick sweeping passes until golden. Alternatively, place the assembled Rogel under a very hot broiler for 20–40 seconds — watch constantly to avoid burning.

Let the cake rest at room temperature for at least 30 minutes to allow the layers to settle and for the meringue to set. Chill briefly (15–30 minutes) if you prefer firmer slices, but avoid long refrigeration which may soften the pastry too much.

Dust with powdered sugar if desired, slice into 8–10 portions with a sharp serrated knife (wipe blade between cuts) and serve.
