Prepare the glass

Chill a martini or coupe glass in the freezer for at least 10 minutes. On a small plate combine the cocoa powder and granulated sugar. Lightly wet the rim of the chilled glass with a cut orange wedge or a little water, then dip the rim into the cocoa-sugar mixture to coat evenly. Set glass aside in the freezer while you mix the cocktail.

Measure ingredients

Measure 2 oz chilled vodka, 1 oz dark chocolate liqueur, 0.5 oz white chocolate liqueur, and 0.5 oz creme de cacao (if using). Add 0.5 oz simple syrup, 1 oz heavy cream and 1 oz whole milk (or half-and-half) to a cocktail shaker.

Shake with ice

Fill the shaker with approximately 1 cup of ice. Secure the lid and shake vigorously for 15–20 seconds until the outside of the shaker is frosty and the mixture is well chilled and lightly aerated. The vigorous shake also helps create a silky texture from the cream.

Double strain and serve

Remove the chilled glass from the freezer. Strain the cocktail through a fine mesh strainer into the prepared glass to remove any ice shards and produce a smooth, silky pour.

Garnish and finish

Sprinkle about 1 tablespoon of chocolate shavings over the top of the cocktail. If desired, add a very light grating (about 0.25 tsp worth) of orange zest over the drink for a citrus aroma. Serve immediately.
