In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, and paprika. Whisk together to ensure there are no lumps. Gradually add the cold water to the dry ingredients, whisking until the batter is smooth and has a thick consistency.

In a large, deep pot or frying pan, heat the vegetable oil over medium-high heat. Use a deep-fry thermometer to check that the oil reaches 350°F (175°C).
