Cilantro Cocktail Sauce
In a small bowl combine ketchup, prepared horseradish, lime juice, Worcestershire sauce, and hot sauce (if using). Stir until smooth.
Fold in the finely chopped cilantro. Season with salt and pepper to taste. Chill in refrigerator while you prepare the oysters; flavors meld best after 15–30 minutes.

Prepare oysters
If oysters are on the half shell, drain any excess liquid and pat the oyster meat gently but thoroughly dry with paper towels. If using large shucked oysters, place them on paper towels to remove excess moisture. Dry oysters will crisp better.
Set up dredging station
Place the flour in a shallow bowl and season with 0.5 tsp salt and 0.25 tsp pepper. In a second bowl, whisk the eggs with the milk until uniform. In a third shallow bowl, combine panko breadcrumbs, cornmeal (if using), remaining 1 tsp salt, 0.75 tsp pepper, and garlic powder; stir to combine.
Dredge oysters
Working in batches of 6–8 oysters, dredge each oyster first in the seasoned flour, shake off excess, dip into the egg mixture, then press into the panko mixture to coat thoroughly. Place coated oysters on a wire rack set over a baking sheet; let rest 5–10 minutes to help the coating adhere.
Pan-fry oysters
Carefully place oysters in a single layer in the skillet (do not overcrowd; cook in batches). Fry 2–3 minutes on the first side until golden brown and crisp, then flip and fry 1.5–2 minutes on the second side until edges are crisp and center is just cooked through. Total cook time per oyster is about 4–5 minutes depending on size. Internal temperature should be hot and firm — avoid overcooking to prevent toughness.
Finish with garlic & lemon
During the last 30 seconds of cooking for each batch, add 1 garlic clove minced (about 1 tsp) per batch to the butter-oil in the pan and quickly stir to infuse (do not burn). Squeeze about 1 teaspoon fresh lemon juice over the oysters in the pan and turn them once more to coat. Transfer cooked oysters to a paper towel-lined sheet to drain and keep warm in a low oven (200°F / 95°C) if needed.
Season & garnish
Taste one oyster and sprinkle a little additional salt if needed. Arrange oysters on a serving platter, sprinkle with chopped parsley or cilantro, and serve immediately with cilantro cocktail sauce and lemon wedges.
Finishing & Serving
Spoon cilantro cocktail sauce into a small bowl or multiple ramekins placed on the serving platter. Place lemon wedges alongside.
