Prepare the Cake Batter

In a large bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt. Mix well.

Add Wet Ingredients

Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until well combined.

Incorporate Boiling Water

Gradually stir in boiling water until the batter is smooth (the batter will be thin).

Bake the Cake

Preheat the oven to 350°F (175°C). Pour the batter evenly into two greased 9-inch round cake pans. Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.

In a small saucepan, heat the heavy cream until just boiling. Remove from heat and pour over the chocolate chips in a bowl. Let sit for a few minutes, then stir until smooth to create the ganache.

Once the cakes are cool, place one layer on a serving plate. Spread the chocolate ganache filling over the top, then place the second layer on top.
