Make the Stock
In a large pot, melt 2 tablespoons of butter over medium heat. Add lobster shells, onion, carrot, celery, and garlic. Sauté until vegetables are soft, about 5-7 minutes. Stir in tomato paste and cook for another 2 minutes. Add white wine and simmer until reduced by half. Pour in fish stock or clam juice and bring to a boil. Reduce heat and simmer for 30 minutes. Strain the stock and discard shells and vegetables.
Prepare the Bisque
In the same pot, melt the remaining 2 tablespoons of butter over medium heat. Add the strained stock back into the pot. Stir in the heavy cream and bring to a simmer. Add the lobster meat and season with salt, black pepper, and cayenne pepper. Cook for an additional 5-10 minutes until heated through.
Serve
Ladle the bisque into bowls, garnish with fresh parsley, and serve warm.
