Dough
Make and rest the dough
In a large bowl, combine all-purpose flour, semolina, and salt. Add melted ghee and 2 tablespoons oil; rub into the flour with fingertips until mixture resembles coarse crumbs. Gradually add warm water, a few tablespoons at a time, and knead into a soft but firm dough (like chapati dough). Cover with a damp cloth and rest 30 minutes.
Portion dough
After resting, divide the dough into 10 equal portions (about 45–50 g each). Roll each portion into a smooth ball and set aside, covered, while you prepare the filling.
Filling (lentil-spice mixture)
Soak and cook the dal
Rinse the moong dal (or chana dal mix) under cold water until water runs clear. Soak 20–30 minutes if using firmer dal, then drain. In a saucepan, combine the dal and 2 cups water, bring to a simmer, and cook until dal is just cooked but not mushy (about 10–12 minutes). There should be little to no excess moisture; drain any surplus water and spread the cooked dal on a plate to cool and dry slightly.
Temper spices and finish filling
Heat 2 tablespoons oil in a skillet over medium heat. Add cumin seeds; when they sizzle, add crushed fennel and asafoetida. Sauté briefly, then add grated ginger and chopped green chili; cook 30 seconds. Add turmeric, coriander powder, red chili powder and stir. Add the cooked dal to the pan and stir to combine, cooking 3–4 minutes to dry and incorporate spices. Add salt, roasted cumin powder, powdered sugar or jaggery (if using), roasted sesame seeds and chopped cilantro. Cook another 1–2 minutes until filling is fairly dry and holds shape. Taste and adjust salt, spice, or tang (add amchur or lemon if needed). Allow filling to cool completely before stuffing.
Portion filling
Divide the cooled filling into 10 equal balls (about 2 tablespoons or 30–35 g each). Keep covered so they do not dry out.
Assembling & shaping
Roll and stuff (layered/khasta method)
Take one dough ball and roll it into a small disc about 3 inches (7–8 cm) across using a little flour. Brush the surface lightly with oil or ghee. Fold the disc like an envelope or roll into a log and coil into a round spiral (this lamination creates flakiness). Flatten the coil gently and roll again into a 3–3.5 inch disc. Place one filling ball in the center. Bring edges together to seal the filling completely, pinching to close and tucking seam side down. Gently flatten the sealed ball and roll carefully into a flat disc about 3.5–4 inches diameter — use gentle, even pressure so the filling does not burst and the layers remain. Repeat for remaining dough and filling.
Final rest
Place assembled kachoris on a tray, seam side down, and rest for 10 minutes while you heat oil. Do not apply too much pressure which will deflate layers.
Frying
Heat oil
In a heavy-bottomed deep pan or kadai, heat about 3–4 cups oil over medium heat. The oil should be moderately hot (around 170–180°C / 340–355°F). To test, drop a small piece of dough — it should sizzle and rise slowly without turning dark immediately.
Deep-fry kachoris
Carefully slide 2–3 kachoris into the oil seam-side up (do not overcrowd). Fry on medium heat, turning occasionally, so they cook through and puff up, about 6–8 minutes per batch. Adjust heat to keep them golden brown — if too hot they will brown outside and remain raw inside. When evenly golden and crisp, remove with a slotted spoon and drain on paper towels. Repeat with remaining kachoris.
Toppings & serving
Assemble chaat-style (optional) or serve whole
For chaat-style: place a warm kachori on a serving plate and gently crack the top to create a cavity. Spoon 1–2 tablespoons of whisked yogurt over the kachori, drizzle 1 teaspoon tamarind chutney and 1 teaspoon green chutney, sprinkle a pinch of roasted cumin powder and chat masala, scatter chopped onion, pomegranate arils and cilantro, and finish with a few crushed fennel seeds. Serve immediately so the pastry remains crisp with fresh toppings. For plain serving: serve whole kachoris with chutneys and yogurt on the side.
Storage and reheating
Store cooled, unfitted kachoris in an airtight container at room temperature up to 2 days. Recrisp in a preheated 180°C (350°F) oven for 6–8 minutes before serving. Prepared topped kachori (with yogurt) should be eaten immediately.
