Prepare blini
Gently warm the blini: heat a nonstick skillet over low heat. Add the unsalted butter and let it melt and foam. Warm each blini for about 20–30 seconds per side until just warm and slightly golden. Keep them covered and warm in a low oven (90–100°C / 200–210°F) on a tray while you assemble.
Prepare crème fraîche topping
In a small bowl, stir the crème fraîche with the finely minced shallot, half of the snipped chives (reserve remaining for garnish), a pinch of sea salt and a pinch of white pepper. Taste and adjust seasoning lightly — crème fraîche should be gently seasoned to let the caviar sing.
Plate and serve caviar
Create an elegant serving presentation: if using an ice bed, place crushed ice in a shallow bowl or on a chilled platter and nest a small chilled serving dish or mother-of-pearl spoon on the ice. Spoon the 30 g of Beluga caviar into the chilled dish. Do not use metal spoons to serve caviar (use mother-of-pearl, bone, or gold-plated if available).
Assemble each bite
Place a warm blini or brioche point on the plate. Spread a small dollop (about 1/2 tbs) of the crème fraîche mixture onto the blini. Carefully place a teaspoon (approximately 3–4 g) of Beluga caviar atop the crème fraîche. Finish with a tiny pinch of lemon zest, one half of a reserved chopped caper or one whole small caper, and a few snips of chive for color.
Final seasoning and service
Offer lemon wedges on the side for guests who want a light squeeze. Serve immediately with chilled vodka or champagne. Keep the remaining caviar chilled on ice and consume within a short time of opening.
Optional accompaniments
Arrange toasted brioche points or melba toast on a separate plate so guests may choose. If presenting family-style, place the caviar dish on crushed ice in the center with blini and accompaniments radiating outward.
