Prepare the Filling

In a skillet over medium heat, cook the ground beef until browned. Add onion, garlic, and cook until softened. Stir in diced potatoes and aji amarillo paste, season with salt and pepper, and cook until potatoes are tender. Mix in cilantro and set aside to cool.

Make Hogao Sauce

In a separate pan, heat oil over medium heat. Add chopped tomato, green onion, and garlic. Cook until tomatoes are soft, season with salt and pepper, and set aside.

Prepare Avocado Ranch Dressing

In a blender, combine avocado, sour cream, buttermilk, ranch seasoning, and lime juice. Blend until smooth. Season with salt to taste.

Assemble the Empanadas

Roll out empanada dough and cut into circles. Place a spoonful of the beef filling in the center, fold over, and seal the edges with a fork.

Cook the Empanadas

Fry the empanadas in hot oil until golden brown, about 3-4 minutes per side. Drain on paper towels.

Serve hot with hogao sauce and avocado ranch dressing on the side.
