Prepare

Preheat the oven to 375°F (190°C). Lightly grease a rectangular baking sheet or half-sheet pan (about 9x13 inches or similar slim half-sheet) with neutral oil or nonstick spray. Line with parchment paper, leaving an overhang for easy removal.

Dry ingredients

In a medium mixing bowl, whisk together the all-purpose flour (1.5 cups), granulated sugar (1/4 cup), baking powder (1 tsp), and fine sea salt (1/4 tsp) until evenly combined.

Cut in butter

Add the cold unsalted butter cubes (4 tbsp) to the dry mixture. Using a pastry cutter, two forks, or your fingertips, quickly cut the butter into the flour until the mixture resembles coarse crumbs with pea-sized bits of butter remaining. This creates a tender, slightly flaky texture.

Wet ingredients

In a small bowl or measuring cup, whisk the whole milk (1/2 cup), large egg (1), and vanilla extract (1 tsp) until smooth. Add the optional lemon zest (1 tsp) here if using.

Combine

Pour the wet mixture into the flour-butter mixture. Gently fold with a spatula until the dough just comes together — do not overmix. The dough should be slightly sticky but manageable. If too dry, add up to 1 tbsp more milk; if too wet, sprinkle in 1 tbsp flour.

Form in pan

Turn the dough out onto the prepared pan and press or pat it into an even rectangle roughly the dimensions of your half-page pan (aim for about 1/2-inch thickness). Use a lightly floured spatula or parchment to smooth the top without compressing too firmly.

Add petals

Scatter the washed and dried edible floral petals (2 tbsp) evenly over the top of the dough, gently pressing them into the surface so they adhere. Reserve a small pinch of petals to press in after baking if you prefer a brighter appearance.

Bake in the preheated 375°F (190°C) oven for 14–18 minutes, or until the top is lightly golden and a toothpick inserted into the center comes out with a few moist crumbs (not wet batter). Rotate the pan halfway through baking for even color if your oven has hot spots.
