Working in a single layer and in small batches, carefully add the broken noodles to the hot oil and fry for 20–45 seconds, stirring gently with a slotted spoon or tongs so they puff and turn light golden. Do not overcrowd—crowding lowers oil temperature and makes them greasy.
Use a slotted spoon to transfer the fried noodles to a paper towel–lined plate to drain. Sprinkle immediately with a pinch of salt to season while still hot. Repeat until all noodles are fried. Let cool; they will crisp further as they cool.
Once cooled, toss the crispy noodles with 0.5 tsp toasted sesame oil to add aroma and help seasonings stick.
Sauce
In a small bowl, whisk together soy sauce (2 tsp), dark soy sauce (0.5 tsp), rice vinegar (1 tsp), sugar (0.5 tsp), chili oil (0.5 tsp) and minced garlic (0.5 tsp) until sugar dissolves and mixture is well blended.
Taste the sauce and adjust: add a few drops more soy for saltiness, more vinegar for brightness, or more chili oil for heat. Keep it fairly concentrated since it will be tossed with crispy noodles.

Thinly slice scallion, shred carrot and cabbage (or rinse and drain bean sprouts). Pat any wet vegetables dry with paper towel so they don't wilt the noodles.
In a small mixing bowl, combine the cooled crispy noodles with the shredded vegetables and sliced scallion. Pour the prepared sauce over and toss gently but quickly to coat—do not let the mixture sit long or the noodles will soften. The goal is to lightly coat while preserving crunch.
Season with salt (0.25 tsp) and black pepper (a pinch, about 0.125 tsp) to taste. Sprinkle toasted sesame seeds and chopped cilantro (if using) over the top.
Serve immediately in one bowl so the noodles remain crunchy. If preparing ahead, keep fried noodles separate and toss with sauce and vegetables right before serving.
