Prepare the Cauliflower
Cut the cauliflower into bite-sized florets and set aside.
Make the Tempura Batter
In a bowl, whisk together the all-purpose flour, cornstarch, baking powder, and ice water until just combined. Do not over-mix; a few lumps are okay.
Heat the Oil
In a deep pot or fryer, heat the vegetable oil to 350°F (175°C).
Fry the Cauliflower
Dip each cauliflower floret into the tempura batter, allowing excess batter to drip off. Carefully place the battered florets into the hot oil, frying in batches until golden brown and crispy, about 3-4 minutes. Remove and drain on paper towels.
Garnish
Sprinkle the fried cauliflower with sesame seeds and minced scallions before serving.
