Prepare fries
If deep-frying: heat vegetable oil in a deep pot or fryer to 350°F (175°C). If baking/air-frying: preheat oven to 425°F (220°C) or air fryer to 400°F (200°C) and lightly spray fries with cooking spray.
Cook the lattice-cut fries according to method: Deep-fry in batches for 3–4 minutes until golden and crisp; or bake on a single layer sheet for 18–22 minutes, flipping halfway, until golden and crisp; or air-fry at 400°F (200°C) for 12–16 minutes, shaking basket once.
Remove fries to a paper towel-lined tray if fried, immediately season with 1 tsp salt and 1/2 tsp black pepper, and keep warm on a baking sheet in a 200°F (95°C) oven while you make the queso.
White Queso
Add dairy
Slowly whisk in 1.5 cups whole milk and 1/2 cup half-and-half, a little at a time, ensuring a smooth sauce. Increase heat to medium-high and bring to a gentle simmer, whisking so the mixture thickens slightly, about 2–3 minutes.
Finish queso
Reduce heat to low. Add 6 oz shredded white American cheese, 2 oz shredded monterey jack, and 2 tbs softened cream cheese in small handfuls, stirring or whisking until fully melted and smooth. If you are using diced mild green chiles, stir them in now.
Season the queso with 1/2 tsp salt, 1/2 tsp garlic powder, 1/4 tsp ground cumin, and 1/4 tsp freshly ground black pepper. Taste and adjust seasoning. If the queso is too thick, stir in up to 2 tbs extra milk to reach a pourable consistency. Keep warm over very low heat, stirring occasionally.

Crisp bacon & prep scallions
While queso is finishing, cook 6 slices bacon in a skillet over medium heat until crisp, or bake on a sheet at 400°F (200°C) for 15–18 minutes. Transfer to paper towels to drain and chop into pieces. Thinly slice 4 scallions on the bias.
Place cooked lattice fries on a large serving platter or divide among individual plates. Spoon or ladle warm white queso evenly over the fries (use as much as desired; reserve leftover queso separately).
Scatter chopped bacon over the queso-covered fries, then sprinkle sliced scallions on top. Add optional pickled jalapeños and fresh cilantro leaves if using for brightness and heat.
Serve immediately while fries and queso are hot and the bacon is crisp.
