Whisk eggs

In a medium bowl whisk together 4 large eggs, 3 tablespoons whole milk, 1 teaspoon salt, and 1/2 teaspoon black pepper until uniform and slightly frothy.

Cook scrambled eggs

Heat 1 tablespoon unsalted butter in a nonstick skillet over medium-low heat until melted and foamy. Pour in the egg mixture. Let sit for 10–15 seconds, then gently stir with a silicone spatula, pushing eggs from the edges to the center. Continue cooking slowly, folding every few seconds until softly set but still moist, about 3–4 minutes total. Remove from heat just before fully firm—they will finish setting while assembling.

Add cheese

Fold 3/4 cup of the shredded cheddar cheese into the warm eggs so it melts evenly. Reserve the remaining 1/4 cup for topping inside the tortilla before rolling.

Hashbrowns

Prepare pan

Heat a large nonstick or cast-iron skillet over medium-high heat. Add 2 tablespoons vegetable oil and let it come to shimmering (about 1 minute).

Form and cook hashbrowns

Add the 2 cups thawed, squeezed hashbrowns to the pan, spreading into an even layer. Press down with a spatula to compact. Cook without moving for 4–5 minutes until deep golden and crisp on the bottom. Season the exposed top with 3/4 teaspoon salt and 1/4 teaspoon black pepper.

Flip and finish

Carefully flip the hashbrown mass in sections (or invert onto a plate and slide back into the pan) and cook another 3–4 minutes until the other side is golden and hashbrowns are cooked through. Transfer to a plate and keep warm.

Optional crisping

If you prefer individual portion patties, divide into 4 and press/cook as above to make 4 round patties suitable for the tortillas.

Assembly & Finish

Warm tortillas

Warm 4 flour tortillas one at a time in a dry skillet over low heat for about 20–30 seconds per side or microwave covered with a damp paper towel for 15–20 seconds to make them pliable.

Assemble burritos

Place a warmed tortilla on a work surface. In the middle place about 1/4 of the hashbrowns (one pattie or 1/2 cup), then spoon 1/4 of the cheesy scrambled eggs over the hashbrowns. Sprinkle with the reserved 1/4 cup shredded cheddar. Add a tablespoon of sour cream and a tablespoon of salsa if using, and a sprinkle of chopped cilantro.

Roll burrito

Fold the two sides of the tortilla toward the center, then fold the bottom up over the filling and roll tightly toward the top to form a sealed burrito. Repeat for remaining tortillas and filling.

Optional crisp finish

If you want a toasted exterior, place each assembled burrito seam-side down in a lightly oiled skillet over medium heat and toast 1–2 minutes per side until golden and crisp.

Serve

Slice in half if desired and serve immediately with extra salsa and sour cream on the side.
