Arrange chips
Select a large, shallow serving platter or oven-safe baking sheet. Arrange the potato chips in an even single layer so they mostly overlap but stay crisp. If serving individually, divide chips among 4 appetizer plates (about 2 oz / plate).

Preheat (optional for warm chips)
If you prefer warm chips and to set the sauce briefly, preheat the oven to 300°F (150°C). Put the arranged chips in the oven for 3–5 minutes while you make the sauce to warm and crisp them slightly. Remove from oven and keep warm.

Add milk
Gradually whisk in the whole milk until smooth. Bring the mixture to a gentle simmer while whisking; simmer 2–3 minutes until it thickens slightly.

Finish sauce
Lower the heat to low. Stir in the heavy cream, garlic powder, Worcestershire sauce, lemon juice, salt, and black pepper. Add 2½ oz of the crumbled bleu cheese and whisk until mostly melted and the sauce is smooth but still slightly textured (1–2 minutes). Taste and adjust seasoning — add remaining ½ oz bleu cheese if you want stronger flavor or for chunkier texture.

Keep warm
Keep the sauce over the lowest heat and stir occasionally; do not boil. If the sauce becomes too thick, whisk in up to 1–2 tablespoons of milk to loosen to a pourable consistency.

Dress the chips
Spoon the warm bleu cheese sauce evenly over the arranged chips, using about three-quarters of the sauce to cover the chips lightly, leaving some chips exposed for crisp contrast. Reserve a small amount of sauce for dipping on the side if desired.

Scatter the chopped bacon evenly over the sauced chips (if using). Sprinkle the extra crumbled bleu cheese on top for texture. Finish with sliced scallions and chopped parsley for color and freshness.

Serve immediately while the chips are still crisp and the sauce warm. Provide extra napkins and small forks or spoons for easier eating. If made on individual plates, divide toppings and sauce evenly among servings.
