Inspect and clean
Rinse the mussels under cold running water. Discard any mussels with cracked shells or that do not close when tapped. Remove the beards by pulling firmly toward the hinge; use a paring knife if needed. Place cleaned mussels in a bowl and season lightly with 1 tsp sea salt and 1 tsp black pepper; set aside in the refrigerator while you prepare the broth (no more than 30 minutes).

In a large wide pot or deep skillet with a tight-fitting lid, heat 2 tbs extra-virgin olive oil and 1 tbs unsalted butter over medium heat until foam subsides. Add 1/2 cup finely diced yellow onion and 1 tbsp minced shallot and cook, stirring occasionally, until translucent, about 4–5 minutes. Add 3 minced garlic cloves and 1/4 tsp red pepper flakes and cook until fragrant, about 30–45 seconds, taking care not to brown the garlic.
Deglaze and build flavor
Increase heat to medium-high and pour in 3 oz dry white wine to deglaze the pan. Scrape up any browned bits and let the wine reduce by about half, approximately 2–3 minutes. Add 1 cup chicken or seafood stock and bring to a gentle simmer. Stir in 1 tbsp fresh lemon juice and 2 tbs chopped fresh parsley.
Steam mussels
Add the cleaned mussels to the simmering broth, cover the pot with the lid, and increase heat to medium-high. Steam the mussels until they open, shaking the pan occasionally to redistribute them, about 5–7 minutes. Check after 4 minutes and remove any mussels that have opened; continue cooking the rest. Discard any mussels that remain closed after 8 minutes.

Once the mussels are open, remove the pot from heat. Optionally whisk in 1 tbsp cold cubed unsalted butter to enrich and slightly thicken the broth. Taste the broth and adjust seasoning with additional salt, pepper, or a squeeze of lemon if needed.
Serve
Transfer mussels and broth to a warmed shallow bowl or serve directly from the pot. Sprinkle with extra chopped parsley, serve lemon wedges on the side, and provide 4 slices of crusty bread for dipping. Enjoy immediately while hot.
