Cook aromatics

Heat a large skillet over medium-high heat. Add 1 tablespoon vegetable oil. When shimmering, add the chopped onion and cook until softened and translucent, about 3–4 minutes. Add the minced garlic and cook 30–45 seconds until fragrant.

Brown beef

Add the ground beef to the skillet. Break it up with a spoon or spatula and cook until no longer pink, about 6–8 minutes. Drain excess fat if there is more than 2 tablespoons.

Season and simmer

Reduce heat to medium. Stir in tomato paste, chili powder, cumin, smoked paprika, salt, and black pepper. Cook 1 minute to bloom the spices. Pour in 1/2 cup water, scrape up any browned bits, and simmer until the mixture thickens and becomes slightly saucy, about 3–5 minutes. Taste and adjust salt or spice as needed. Remove from heat and let the filling cool slightly (5 minutes).

Preheat & prep tortillas

Preheat oven to 400°F (200°C) if baking. Warm tortillas briefly in a dry skillet or microwave (about 10–15 seconds each) so they are pliable and less likely to tear while rolling.

Optional: prepare refried bean layer

If using refried beans, warm them gently in a small pan or microwave until spreadable. This creates a barrier that helps seal the roll and adds creaminess.

Assemble taco rolls

Lay one warmed tortilla flat. Spread about 2 tablespoons of refried beans in a thin layer across the center (optional). Spoon about 2–3 tablespoons of the taco meat across the center of the tortilla in a horizontal line. Top with 2 tablespoons shredded cheddar and 1 tablespoon Monterey Jack (adjust to preference). Add a few pickled jalapeño slices and a sprinkle of chopped cilantro if using. Fold the bottom edge up over the filling, then fold the sides slightly in and roll tightly into a cylinder, seam side down. Repeat with remaining tortillas and filling. You should get about 8 rolls.

Brush with butter

Brush each roll lightly with melted butter or oil to promote browning in the oven (or to help crisp if frying).

Bake method

Place assembled rolls seam-side down on a parchment-lined baking sheet. Lightly spray or brush tops with oil/butter. Bake in the preheated 400°F (200°C) oven for 12–15 minutes, or until tortillas are golden brown and cheese inside is melted. For extra crispness, broil 1–2 minutes at the end, watching closely.

Fry method

Heat about 1/4–1/2 inch of vegetable oil in a skillet over medium-high heat until shimmering (about 350°F if using a thermometer). Fry rolls seam-side down for 1–2 minutes per side, turning to brown all sides, until crisp and golden. Transfer to a paper towel–lined plate to drain.

Air-fryer method

Preheat air fryer to 375°F (190°C). Lightly brush or spray rolls with oil and place seam-side down in a single layer. Cook 6–8 minutes, turning halfway, until crisp and golden.

Finish & serve

Let rolls rest 2 minutes, then serve on a platter with lime wedges, sour cream, salsa, and extra cilantro. Serve hot so the cheese is melty.
