Slice the pork tenderloin into thin strips and marinate in soy sauce, Hunan chili paste, minced garlic, and minced ginger for at least 30 minutes.
In a large skillet or wok, heat vegetable oil over medium-high heat. Add the marinated pork and cook until browned and cooked through, about 5-7 minutes. Remove and set aside.
In the same skillet, add sesame oil, bell pepper, onion, and carrot. Stir-fry for about 3-4 minutes until the vegetables are tender but still crisp.
Return the cooked pork to the skillet with the vegetables. Season with salt and black pepper to taste. Stir everything together and cook for another 2 minutes. Serve over cooked rice and garnish with chopped green onions.
