Macaroni & Cheese Base

Cook pasta
Bring a large pot of lightly salted water to a boil. Add 2 cups dry elbow macaroni and cook until just al dente (about 7–8 minutes). Drain well and spread on a baking sheet to cool slightly so excess surface moisture evaporates (5–10 minutes).

Make béchamel
In a medium saucepan over medium heat, melt 2 tbs unsalted butter. Whisk in 2 tbs all-purpose flour and cook, whisking, for 1 minute to eliminate raw flour taste. Slowly whisk in 1 cup whole milk until smooth. Cook, stirring often, until the sauce thickens and coats the back of a spoon (about 3–5 minutes).

Finish cheese sauce
Lower heat to low and whisk in 2 tbs softened cream cheese until smooth. Add 1 tsp Dijon mustard, 1 tsp salt, 1/2 tsp black pepper and 1/8 tsp nutmeg (if using). Stir in 1.5 cups shredded sharp cheddar and 1/2 cup shredded fontina until melted and sauce is glossy. Taste and adjust seasoning.

Combine pasta and sauce
Fold the drained macaroni into the cheese sauce until evenly coated. Spread the mac & cheese into an even layer on a rimmed baking sheet or large plate to cool completely (about 20–30 minutes) — chilling in the refrigerator for 20 minutes helps firm it for shaping.

Prepare coating stations
Line three shallow bowls or plates: one with 1/2 cup all-purpose flour, one with an egg wash (2 large eggs beaten with 2 tbs whole milk), and one with a mixture of 1 cup panko breadcrumbs, 1/4 cup finely grated Parmesan, 1/2 tsp smoked paprika and 1/4 tsp salt. Mix breadcrumbs well.

Form bites
Using slightly wet hands or a small cookie scoop (about 1.5 tbsp per portion), scoop chilled mac & cheese and form tightly packed balls or patties (about 1 to 1.25 inches diameter). Place formed bites on a parchment-lined tray. If mixture is too soft, chill 10–15 minutes before forming more.

Dredge and coat
One at a time, roll each bite in the flour (shake off excess), dip into the egg wash, then press into the panko-Parmesan mixture to fully coat. Place coated bites back on the tray and refrigerate 10 minutes to set the coating.
Frying or Baking

Deep-fry (recommended for crispness)
Heat 2 cups vegetable oil in a heavy-bottomed skillet or pot to 350°F (175°C). Fry bites in batches, turning occasionally, until golden brown and crisp, about 2–3 minutes per side (total 4–6 minutes). Use a slotted spoon to transfer to a wire rack or paper-towel-lined plate. Let rest 1–2 minutes before serving.

Oven-bake (lower fat alternative)
Preheat oven to 425°F (220°C). Arrange coated bites on a baking sheet lined with parchment and lightly sprayed with cooking spray. Lightly spray the tops of the bites as well. Bake 12–15 minutes, flipping once halfway through, until golden and crisp. Finish under the broiler 1–2 minutes if additional browning is desired—watch closely to avoid burning.
Finishing & Serve

Transfer mac & cheese bites to a serving plate. Sprinkle with 1 tbs finely chopped fresh parsley. Serve hot with optional hot sauce, ketchup, or your favorite dipping sauce.
