Prepare filling
In a medium bowl, combine the softened cream cheese, shredded cheddar, shredded Monterey Jack, garlic powder, onion powder, salt, and black pepper. Mix until smooth and fully combined. If using, fold in the finely chopped cooked bacon. Chill the filling in the refrigerator for 15 minutes to firm up slightly, which makes stuffing easier.

Wearing gloves, wash and dry the jalapeños. Slice each jalapeño lengthwise and remove the seeds and membranes with a small spoon or paring knife to reduce heat; leave the stem intact if you want a handle. If you prefer milder poppers, remove more ribs and seeds. Pat the pepper halves dry with paper towel.
Stuff peppers
Using a small spoon or a piping bag, fill each jalapeño half with the chilled cheese mixture, pressing gently to avoid air pockets. Mound the filling slightly but avoid overstuffing so coating will adhere.

Set up dredging station
Place the flour in a shallow bowl. In a second bowl whisk the eggs and milk until combined. In a third bowl mix panko, fine breadcrumbs, smoked paprika, salt, and pepper.
Coat poppers
Working with a few pepper halves at a time, gently dust each stuffed jalapeño in flour, tapping off excess. Dip into the egg wash, letting excess drip off, then press into the breadcrumb mixture until well coated. For an extra-crisp double coating (optional), repeat the egg wash and panko step once more.
Frying / Finishing
Deep-fry method
Heat vegetable oil in a heavy pot or deep fryer to 350°F (175°C). Fry the coated poppers in batches for 2.5–3.5 minutes, turning as needed, until golden brown and crispy. Do not overcrowd the pot. Drain on a wire rack set over a baking sheet or on paper towels. Let rest 2–3 minutes before serving.
Air-fryer method
Preheat air fryer to 380°F (193°C). Lightly spray the poppers with oil and arrange in a single layer (do not overcrowd). Air-fry for 8–11 minutes, flipping halfway, until golden and the cheese is melted and bubbling. Add 1–2 minutes if needed for extra crispness.
