Preheat and prepare
Preheat oven to 425°F (220°C). Line a baking sheet with parchment paper or lightly grease a 9x13-inch baking pan if making pull-apart sticky biscuits.
Mix dry ingredients
In a large bowl, whisk together the flour, baking powder, baking soda, salt, and granulated sugar until evenly combined.
Add buttermilk
Make a well in the center and pour in the cold buttermilk. Stir gently with a wooden spoon or rubber spatula until a shaggy dough forms and most of the flour is incorporated. The dough will be slightly sticky.
Shape biscuits
Turn the dough out onto a lightly floured surface and gently fold it over 3–4 times to bring it together—this creates layers. Pat or roll the dough to about 1-inch thickness. Use a 2.5-inch round cutter (or a glass) to cut biscuits, pressing straight down without twisting. Gather scraps and repeat until you have about 8–10 biscuits.
Sticky Glaze

In a medium saucepan over medium heat, combine the butter and light brown sugar. Cook, stirring, until the sugar dissolves and the mixture is bubbling gently, about 3–4 minutes.
Add cream and finish
Carefully stir in the heavy cream and continue to cook for another 1–2 minutes until the mixture is smooth and glossy. Remove from heat, stir in the vanilla extract and sea salt. Let the glaze cool slightly (2–3 minutes) so it thickens but remains pourable.
Coat biscuits
If using a baking sheet: brush the tops of each biscuit lightly with melted butter, then spoon or drizzle a tablespoon of glaze onto the top of each biscuit so it seeps slightly into the edges. If using a 9x13 pan for pull-apart style: pour half the glaze into the bottom of the pan so biscuits will sit in sticky mixture; reserve the rest for after baking.
Bake & Finish

Place the prepared biscuits on the baking sheet or in the pan so they barely touch (for pull-apart) and bake in the preheated oven for 12–15 minutes, or until the tops are golden brown and a toothpick inserted into the center comes out clean.
Glaze and rest
If you brushed tops before baking, spoon remaining warm glaze over the hot biscuits as soon as they come out of the oven so it soaks in and becomes sticky. For pull-apart pan method, pour reserved glaze evenly over the baked biscuits in the pan so it fills the gaps. Let the biscuits rest for 5–8 minutes so glaze sets slightly but remains sticky.
Serve
Use a spatula to lift biscuits onto a serving platter. Optionally brush gently with the 2 tablespoons melted butter and sprinkle coarse sugar or flaky salt on top for contrast. Serve warm.
