Prep

Rinse tomatoes and pat dry. Peel outer papery skins off dried chiles and remove seeds if you want less heat. Cut the onion in half and peel. Smash the garlic cloves lightly with the flat side of a knife (leave skins on for roasting).

Toast dried chiles (optional)

If using dried guajillo/arbol, heat a dry skillet over medium heat. Toast each chile 10–15 seconds per side until fragrant but not blackened. Remove, then place chiles in a small bowl, cover with 1/4 cup hot water and let soak 10 minutes to soften. Reserve soaking liquid.

Roast vegetables

Heat a cast-iron skillet or comal over medium-high heat until hot. Place tomatoes, onion halves (cut-side down), and whole garlic cloves directly on the hot surface. Roast, turning occasionally, until tomatoes and onion are charred in spots and softened (8–12 minutes). The garlic will char on the outside and soften inside; total time 8–10 minutes. Alternatively, broil on high 5–8 minutes, turning once.

Cool and peel garlic

Transfer roasted tomatoes, onion, and garlic to a bowl to cool slightly. Squeeze the garlic cloves from their skins and discard skins. If onion has a thick charred layer you prefer removed, peel lightly; otherwise keep the char for smoky flavor.

Blend base

Add roasted tomatoes, onion (use both halves), peeled garlic, and rehydrated chiles (drained, reserving a tablespoon of soaking liquid if needed) to a blender. Pulse to combine until you reach a coarse to smooth consistency you prefer. If too thick, add up to 2 tablespoons of the reserved chile soaking liquid or plain water to loosen. Scrape down sides as needed.

Seasoning & finish

Cook and season

In the same skillet, heat 1 tablespoon oil over medium heat. Pour the blended tomato-chile mixture into the skillet. Bring to a gentle simmer and cook, stirring occasionally, 6–8 minutes to deepen flavors and reduce raw edge. Stir in 1 teaspoon kosher salt, 1/4 teaspoon ground cumin, 1/8 teaspoon black pepper, and 1/4 teaspoon sugar if using. Taste and adjust salt.

Add brightness

Remove pan from heat. Stir in 1 tablespoon fresh lime juice and 1/4 cup packed chopped cilantro. Let the salsa cool to room temperature; flavors will meld as it rests for 10–20 minutes.

Finish & serve

Transfer salsa roja to a serving bowl. Taste and adjust seasoning (add more salt, lime, or sugar if needed). Serve at room temperature or chilled. Keeps refrigerated in an airtight container for up to 5 days; bring to room temperature and stir before serving.
