Toast oats (optional)

Place a medium saucepan over medium heat. Add the steel-cut oats and toast, stirring frequently, for 2–3 minutes until they smell nutty. This step is optional but deepens flavor.

Boil liquid

Add the water, milk, and sea salt to the saucepan and bring the mixture to a gentle boil over medium-high heat, stirring occasionally to prevent milk from scorching.

Simmer

Once boiling, reduce heat to low to maintain a steady simmer. Cook uncovered, stirring every 3–5 minutes to prevent sticking, until the oats are tender and creamy, about 20–25 minutes for chewy texture or up to 30–35 minutes for very creamy oats.

Finish cooking

When the oats reach desired consistency (they will thicken as they cool), remove the pan from heat. Stir in the unsalted butter until melted and fully incorporated. Taste and adjust salt if needed.

Stir in the brown sugar and ground cinnamon into the hot oatmeal until dissolved and evenly distributed.

Fold in the golden raisins so they soften slightly from the residual heat. If you prefer plumper raisins, you can briefly cover the pot and let sit for 5 minutes before serving.

Divide the oatmeal into bowls. If desired, drizzle extra milk or cream over each serving. Garnish with an additional pinch of cinnamon and a light sprinkle of brown sugar if you like a sweeter finish.
