Method
Prepare the Kibe Shell
Soak the cracked wheat
In a bowl, soak the cracked wheat in warm water for about 30 minutes until it softens. Drain and squeeze out excess water.
Form the Kibe Shell
Wet your hands and take a portion of the mixture to shape it into a hollow oval or football shape. Make sure to press firmly to hold its shape. Repeat until all mixture is shaped.
Prepare the Filling
Stuff the Kibe
Take each Kibe shell and fill it with the beef filling. Seal the opening by pressing the edges together firmly.
