Prepare chicken
If you don't have cooked shredded chicken, poach or roast a small chicken breast (about 4 oz / 115 g). Cool slightly and shred with two forks. Measure 1 cup packed.
Heat 1 tsp vegetable oil in a small skillet over medium heat until shimmering.
Add minced garlic and ginger and sauté 20–30 seconds until fragrant, stirring to avoid browning.
Sprinkle cornstarch over the mixture, add soy sauce, sesame oil, and white pepper. Stir thoroughly so the cornstarch dissolves and the sauce evenly coats the filling. Cook another 30–60 seconds until mixture is slightly glossy and any excess moisture thickens. Taste and adjust seasoning if needed (add a little more soy sauce or a pinch of salt). Remove from heat and let cool 5–10 minutes—filling should be warm, not hot, before assembling.
Assembly & Frying
Prepare a small bowl with the flour slurry by mixing 1 tsp all-purpose flour with 1 tsp water into a smooth paste. This will be used to seal the wrapper.
Lay one spring roll wrapper on a clean work surface with one corner pointing toward you (diamond shape). Keep remaining wrappers covered with a damp towel so they do not dry out.
Place about 2–3 tbsp (approximately 1/4 cup) of the cooled filling across the lower third of the wrapper, leaving a 1/2-inch border on each side.
Fold the bottom corner up over the filling, then fold the left and right corners inward snugly, forming an envelope. Continue rolling away from you to the top corner, brushing the top corner edge with a little flour slurry to seal. Press gently to secure; do not overstuff. The final roll should be roughly 1–1.5 inches in diameter and about 4–5 inches long.
Heat 1/2 cup vegetable oil in a small heavy skillet over medium-high heat. The oil should reach about 350°F (175°C) for deep frying; if you don't have a thermometer, test by dropping a small piece of wrapper—if it sizzles and rises steadily, oil is ready. For shallow frying, use enough oil to cover about half the roll's thickness and turn during cooking.
Fry the spring roll, seam-side down first, turning every 20–30 seconds to brown evenly. Total frying time is about 2.5–4 minutes until wrapper is golden brown and crisp. Adjust heat as needed to prevent burning; lower heat if browning too quickly and increase if oil is not hot enough.
Use tongs to transfer the cooked spring roll to a paper towel–lined plate to drain. If desired, sprinkle with a pinch of sesame seeds while still warm.
Serving (optional)
Let the roll rest 1–2 minutes to cool slightly so the filling won't be too hot, then slice on the diagonal and serve with 2 tsp sweet chili sauce or hoisin for dipping.
