Prepare fish
Pat the fish fillets dry with paper towels. Trim away any skin or bones and cut each fillet into 3/4- to 1-inch wide strips (stix). Aim for uniform thickness so they cook evenly.
Set up dredging station
Place the flour in a shallow dish and season it with 1/2 teaspoon salt and 1/4 teaspoon black pepper. In a second shallow bowl, whisk the eggs with 2 tablespoons milk until smooth. In a third shallow bowl, combine the breadcrumbs, 1/4 teaspoon garlic powder, 1/4 teaspoon paprika and a pinch of salt and pepper; stir to mix.
Coat the fish
Working in batches, lightly dredge each fish strip in the seasoned flour, shaking off excess. Dip into the egg wash, letting excess drip back into the bowl. Press into the breadcrumb mixture to coat all sides, pressing gently so crumbs adhere. Place coated fish on a wire rack set over a baking sheet; let rest 5–10 minutes to help the coating set.
Frying / cooking
Heat oil
Pour about 1/2 to 3/4 cup oil (enough to come about 1/3–1/2 inch in a large skillet) into a heavy skillet over medium-high heat. Heat until shimmering and a small piece of breadcrumb sizzles steadily (about 350°F / 175°C). If you have no thermometer, test with a breadcrumb: it should brown in ~30 seconds.
Fry the fish stix
Fry the coated fish strips in a single layer without crowding, 2–3 minutes per side depending on thickness, until golden brown and the internal fish registers 135–140°F (it will continue to cook off-heat). Adjust heat as needed to maintain steady sizzle without burning crumbs. Transfer cooked stix to a wire rack set over a baking sheet or paper towels to drain; tent loosely with foil to keep warm if needed.
Baking alternative
To bake instead of fry: preheat oven to 425°F (220°C). Place coated fish stix on a parchment-lined baking sheet sprayed lightly with oil. Mist or brush tops with a little oil and bake 12–15 minutes, flipping halfway, until golden and cooked through.
