Rinse and cook 4 cups of white rice according to package instructions; keep warm.
Pat the beef dry and slice it thinly against the grain; season lightly with salt and pepper.
In a bowl, whisk together soy sauce, brown sugar, mirin (or sake), minced garlic, grated ginger, and sesame oil to make the teriyaki marinade.
Reserve 1 tablespoon of the marinade. Toss the sliced beef with the remaining marinade and let sit 10-15 minutes to flavor.
In a small bowl, whisk cornstarch with water to make a slurry.
Heat a large skillet or wok over high heat and add the neutral oil. Sear the marinated beef in batches until browned and just cooked through; transfer to a plate.
Pour the reserved marinade into the pan along with the cornstarch slurry. Simmer, stirring, until the sauce thickens into a glossy teriyaki glaze.
Return the beef to the pan and toss to coat in the glaze; cook 1-2 minutes more.
Steam or blanch the broccoli florets until bright green and crisp-tender.
Assemble bowls: place a base of rice in each bowl, top with beef and broccoli.
Garnish with sesame seeds and sliced green onions; serve immediately.
