Peel and cut the potatoes into thick fries. Soak them in cold water for about 30 minutes to remove excess starch, then drain and pat dry.

In a bowl, mix together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the beer (or sparkling water) until you get a smooth batter.

In a deep pot or fryer, heat the vegetable oil to 350°F (175°C).

Add the dried potato fries to the hot oil in batches. Fry until golden and crispy, about 5-7 minutes. Remove and drain on paper towels. Season with salt.

Dip the halibut fillet into the batter, allowing excess to drip off. Carefully place it in the hot oil. Fry until golden brown and cooked through, about 4-5 minutes. Remove and drain on paper towels.
