Prepare mussels
Rinse mussels under cold water. Discard any with cracked shells or that do not close when tapped. Using a small knife or your fingers, remove the beard (byssal threads) from each mussel and scrub off any barnacles or debris. Place cleaned mussels in a bowl in the refrigerator until ready to cook.
Steam mussels
In a large deep sauté pan or Dutch oven with a fitted lid, combine the white wine and 1/4 cup water and bring to a simmer over medium-high heat. This will provide the steaming liquid; adjust heat so it simmers but does not boil aggressively.

Cook aromatics
While the wine heats, in a separate small skillet or in the same large pan off-heat, melt the butter with the olive oil over medium heat. Add the minced shallots and sauté 2–3 minutes until soft and translucent (do not brown). Add the sliced garlic and cook 30–45 seconds until fragrant.
Add herbs & seasoning
Stir in the chopped thyme, half of the parsley (reserve the rest for garnish), cracked black pepper, and kosher salt. Cook 15–20 seconds to bloom the herbs and aromatics, then remove the pan from heat.
Combine with wine
Pour the shallot-herb butter mixture into the simmering wine in the large pot. Stir to combine, scraping any browned bits if present. Taste the broth and adjust salt/pepper as needed. If using red pepper flakes, add them now for a gentle heat.
Add mussels and steam
Increase heat to high so the liquid returns to a vigorous simmer, then add the cleaned mussels to the pot. Immediately cover with the lid and steam for 4–6 minutes, shaking the pot once or twice (use a towel or oven mitts) to redistribute mussels. Check after 4 minutes: most mussels should be open. Continue cooking up to 6 minutes until all (or nearly all) are open. Discard any mussels that remain tightly closed.
Finishing & Serving
Serve
Ladle mussels and broth into shallow bowls or serve family-style in the pot. Sprinkle the remaining chopped parsley over the mussels. Serve immediately with slices of crusty bread to soak up the broth. Optionally pass additional lemon wedges and red pepper flakes at the table.
Notes
Total cook time for mussels is short — overcooking makes them tough. Use a good-quality dry white wine for best flavor. If mussels are especially sandy, you can soak them in cold salted water for 20 minutes before rinsing to purge grit.
