Prepare and marinate
Rinse the mutton and pat dry. In a large bowl combine crushed black peppercorns, coarsely ground coriander seeds, turmeric, red chili powder, salt, ginger-garlic paste and lime juice. Rub the mixture thoroughly into the mutton pieces so all surfaces are coated. Cover and marinate for at least 1 hour at room temperature or preferably 3–6 hours in the refrigerator for deeper flavor.

If you want the mutton fully tender before the sukka frying, transfer marinated mutton to the pressure cooker, add 1 cup water, close lid and cook for 15–20 minutes on medium heat (or 6–8 whistles depending on your cooker and cut). Let pressure release naturally. The mutton should be nearly tender but not falling apart. Drain any excess liquid and reserve the meat and juices.
Sukka Frying Base
Prepare aromatics
Heat oil in a wide, heavy-bottomed skillet or kadai over medium heat. When hot, add mustard seeds and let them splutter. Add fenugreek seeds (if using) and fry for a few seconds until fragrant. Add crushed garlic and slit green chilies; sauté for 30–45 seconds until raw aroma fades but not browned.
Onions and curry leaves
Add the thinly sliced onions and a pinch of salt. Fry on medium-high heat, stirring frequently, until onions turn deep golden brown and crisp at the edges (about 12–15 minutes). Add the fresh curry leaves halfway through frying so they become crisp but not burnt.
Add tomatoes and spices
If using tomatoes, add the chopped tomato and cook until it breaks down and oil separates from the masala (3–5 minutes). Stir in curry powder (or sambar/chettinad powder) and garam masala and cook for 1 minute to bloom the spices.
Combine mutton and finish frying
Add the marinated (and optionally pressure-cooked) mutton pieces to the pan. Increase heat to medium-high and stir well to coat pieces with the fried onion-spice mixture. If the mutton was pressure-cooked and has residual juices, continue frying uncovered, turning pieces frequently so moisture evaporates and the surface becomes dry and slightly charred (this can take 10–15 minutes). If you did not pressure cook, cover and cook on medium-low for 20–25 minutes, stirring occasionally; when juices reduce and meat is tender, remove lid and increase heat to fry off remaining moisture until the exterior turns slightly crisp — another 8–12 minutes.
Final seasoning and garnish
Taste and adjust salt and pepper (add extra crushed pepper if you want more heat). Stir in the chopped coriander leaves and give a final toss. Fry for 1 more minute to combine flavors.
Serve
Transfer Mutton Sukka Varuval to a serving platter. Garnish with additional curry leaves if desired and serve hot with lemon wedges on the side. It pairs well with plain rice, parotta, or chapati.
